Panty and Stocking from Gainax's upcoming anime 'Panty and Stocking with Garterbelt'. The anime has a style that's quite similar to Powerpuff girls, I tried drawing them in more conventional anime style. Panty looks like she has only one hand, that's because I tried to draw her pose and details as close to the original magazine image that I referenced.
